For heating the enclosure I am either going to use a Heat Panel or Flexwatt. I might just go the heat panel way because it will raise the ambient temps.

I would recomend holding off on building such a large enclosure until he is full size. Large spaces stress balls out which may cause him to go off of feed. Just something to consider.
