silicone pulled from sides

i tried covering up the gs on the sides of the tank with black silicone,however i guess it wasn't totally dry when i added the foam and it pulled away from the glass and looks like a#$,any suggestions i'm thinking just painting the sides of the tank but with what latex oil based acrylic not sure any help would be great,also the foam on one side pulled from the side isnt it expanding foam not contracting !!!!!!!!!!!!
