That is a huge tank. About 800 gallons by my estimate. There are a lot of ways to build vivs, and you are talking about a very large viv. Due to its size you will not be able to do some of the things that are done in smaller vivs. But, to start with, we will need to know more about the enclosure. What is it made from, will there be glass, screen, acryllic, wood, or some combination?
I do not know a lot about water dragons, but I know they like large enclosures, need water, and lots of climbing spaces. Do they need UV?

it's going to be wood with a glass doors like a cabinet. I am also going to have a pool so part of the bottom I am going to use Plexi glass so that it can hold water

water dragons need UV.

I want to use great stuff to foam the back and I want to have a few branches sticking out for him to climb on. I also want to have a bigg water fall.

Any ideas

Make sure you seal the wood well to prevent rot and warp. I dont know what you have in mind but you can find Marine epoxys that are safe once they cure. A great site to visit is Geothermal Aquaculture Research Foundation Home Page go to thr DIY pages and go to tank building. it wont let you put in the dimensions for a tank this big becouse they are thinking reef aquariums not Vivariums. You can still get a step instructions. keep in mind your glass does not have to be as thick as they say becouse it wont be full of water. with some ingenuity this can really work well.
