Starting off!

Hi i have recently seen some dart frogs at my local aquarium and am eager to purchase in particular Azureus and Leucomelas....I was wondering if anyone had any pointers/tips for me on the best ways to start up...My aquarium said that i will need a special license to keep these kind of frogs on my premises?!, if i do, does anybody know how do i get one....Also where is the best place to buy them....It is impossible for me to get hold of any as i live in England....Thanks....Rory!.
