Peddro, the compact lights you flagged as hazardous are UVB fluorescent lights. Standard cfl's are not the same thing as they aren't designed to put out UV.
As far as "cooking" your critters, you are far more likely to have that happen using incandescent lights than standard cfl's. Incandescents are, IMO, not a good choice for plant light -- especially if this is the only light source used. (If you have suppplementary lighting from sunlight and such that can make a difference.) Some low lightlevel plants will do okay but many do better with higher light intensity. Can it be done with incandescents? Yes but w/ a greater risk of frying the plants. Incandescents just put out too much heat.
Many flowering plants, besides the fruit and vegetable plants SS mentioned, require high light to thrive or flower. (Keeping in mind that "high light" by indoors standards is not the same as "high light" by outdoors standards for plant culture.)
