Default Need help to build a terrarium

Hi,
I recently bought two firebelly salamander. Currently, they are in a temporary 10 gallons tank, where they seem to be happy.
I have a 60 gallons tank, wich is 4 feets long x 1 feet wide and 20 inches high. I want to make this my terrarium for my two firebelly salamander, and maybe some other salamanders too (that I'm going to buy some day), plus one or two axolotl (I'm currently looking for some in my region).

I have a few questions :
- Can I just build up some black garden earth until it's higher than the water?
- Wich type of filter can I use? I currently have a fluval 104. Is this good? Is it going to work with about half of the tank filled?
- Do you have any advice you can give me?

you might want to use gravel or pebbles to raise above water level before putting in your "garden earth".thas way you dont end up with a slushy bog.
